Recognizing the need for a state-of-the-art, indoor shooting range in the area, firearms instructor, Mark Owensby created Rampart Range. By taking into consideration the features and benefits offered by only the best ranges he experienced across the country, he developed Rampart Range to be the first choice for any new or experienced marksmen in the region.
Mark has been involved in law enforcement for much of his career and possesses a lifelong interest in firearms and shooting sports competitions.

Mr. Owensby is a retired Illinois State Trooper with more than 25 years of service. For 12 of those years, he served on the Illinois State Police Tactical Response Team as an operator/sniper. He has trained in the areas of shooting and tactical methods with elite U.S. military teams and federal units.
Today, and for nearly his entire police career, Owensby was a firearms instructor for both law enforcement and civilians. His expertise includes, but is not limited to, the areas of pistol, rifle, shotgun, fully automatic weapons and tactical training.
Owensby has been a competitive shooter for more than 17 years. He has participated in local, national and international competitions, where he has won numerous awards and distinctions.
Mark is an Endowment member of the National Rifle Association. He is active in the Shoal Creek Friends of NRA, currently serving as Chairman.

- Maintains professional sponsorships from Rock River Arms Co., Stiles Communications, Hellweg International, Pro Shot Products and Demoulins
- Has won multiple wins and top place finishes in a variety of local, state, regional and national championship competitions
Triple-Distinguished in PPC, Semi-Auto, Revolver and Action Pistol – Metallic
- Working toward obtaining Distinguished badges in Bullseye, Semi-Auto and Revolver
- Competed in 2006 World Championships in Australia as member of the U.S. Action Pistol Team
- With teammate Bruce Piatt, won the Two-Man Metallic Team World Championship in that same competition
